Ett omfattande arbete och betydande framsteg har dock gjorts exempelvis genom Barcelonaf\u00f6rklaringen av v\u00e4rderingsprinciperna \u201dthe Barcelona Declaration of Research Principles\u201d, (AMEC, 2015). Men yrkesk\u00e5ren st\u00e5r idag inf\u00f6r ett stort utbud av skiftande och ofta f\u00f6rvirrande modeller, m\u00e5tt och metoder, och bristen p\u00e5 standarder \u00e4r otvivelaktigt ett sk\u00e4l som g\u00f6r att m\u00e5nga fortfarande inte genomf\u00f6r m\u00e4tningar och utv\u00e4rderingar som bygger p\u00e5 noggrann utv\u00e4rderingsmetodik.<\/p>\n<p>Ett antal branschorganisationer har dock insett behovet av att utveckla standarder f\u00f6r utv\u00e4rdering och tillhandah\u00e5lla verktyg som \u00e4r baserade p\u00e5 b\u00e4sta praxis, f\u00f6r att hj\u00e4lpa yrkesverksamma inom kommunikationsomr\u00e5det. AMECs Integrerade utv\u00e4rderingsramverk \u00e4r ett viktigt initiativ i denna utveckling.<\/p>\n<p>Vid utvecklingen av det integrerade utv\u00e4rderingsramverket har AMEC arbetat och forts\u00e4tter att arbeta i samverkan med m\u00e5nga branschorganisationer runt om i v\u00e4rlden, med yrkesverksamma och med ledande akademiker inom utv\u00e4rdering och samh\u00e4llsvetenskaplig forskning.<\/p>\n<p>Ett viktigt genombrott som presenteras i detta sammanhang \u00e4r att AMEC har tittat bortom PR kommunikationsutv\u00e4rderingsmodeller till andra omr\u00e5den och discipliner, inklusive prestationsv\u00e4rdering, offentlig f\u00f6rvaltning, organisationsutveckling, reklam och marknadsf\u00f6ring.<\/p>\n<p>Programutv\u00e4rdering \u00e4r ett v\u00e4l utvecklat omr\u00e5de, speciellt inom offentlig f\u00f6rvaltning, med en gedigen teoribas, s\u00e5som programutv\u00e4rderingsteori och f\u00f6r\u00e4ndringsteori &#8211; det vill s\u00e4ga kunskap om hur och varf\u00f6r saker och ting f\u00f6r\u00e4ndras och hur f\u00f6r\u00e4ndring kan \u00e5stadkommas. Vid anv\u00e4ndning av utv\u00e4rderingsprogram inom offentlig f\u00f6rvaltning och omr\u00e5den som projektledning, \u00e4r programmen baserade p\u00e5 logiska modeller och anv\u00e4nds i stor utstr\u00e4ckning som praktiska modeller f\u00f6r genomf\u00f6rande. Medan utv\u00e4rderingsmodeller f\u00f6r PR och kommunikation ofta till\u00e4mpar vissa delar av logiska modeller i programmen, men en stor del av kunskapen och resurserna p\u00e5 andra omr\u00e5den har f\u00f6rbisetts, vilket resulterar i f\u00f6rlorade m\u00f6jligheter, fragmentering, och att man &#8221;\u00e5teruppfinner hjulet&#8221;.<\/p>\n<p>Genom att knyta in till andra discipliner och verksamhetsomr\u00e5den som offentlig f\u00f6rvaltning och management studier, samt samh\u00e4llsvetenskapliga discipliner s\u00e5som socialpsykologi, kan ramverket identifiera allm\u00e4nt anv\u00e4nda metoder, arbetss\u00e4tt och god praxis som grund f\u00f6r standarder.<\/p>\n<p>Till exempel, medan PR utv\u00e4rderingsmodeller vanligtvis identifierar tre eller fyra stadier i kommunikationsprogram och kampanjer &#8211; t.ex. insats, resultat, utfall och ibland reaktioner &#8211; och andra modeller inom PR utv\u00e4rdering inf\u00f6r nya termer s\u00e5 som utfl\u00f6den och tillv\u00e4xt, s\u00e5 nyttjar Programlogik modeller, som ofta anv\u00e4nds inom m\u00e5nga branscher \u00f6ver hela v\u00e4rlden, fler steg s\u00e5 som i f\u00f6ljande modeller:<br \/>\nKellogg Foundation programmets logiska modell (Kellogg Foundation, 1998\/2004), som identifierar fem viktiga steg &#8211; insats, aktiviteter, resultat, utfall och effekt (se <a href=\"http:\/\/www.epa.gov\/evaluate\/pdf\/eval-guides%20\/logic-model-development-guide.pdf\">http:\/\/www.epa.gov\/evaluate\/pdf\/eval-guides \/logic-model-development-guide.pdf<\/a> );<\/p>\n<p>University of Wisconsin Extension (UWEX) program och logiska modell (Taylor-Power &amp; Henert, 2008), som planerings och utv\u00e4rderingsprogram n\u00e4r det g\u00e4ller insats; h\u00e4r separeras resultat i &#8221;aktiviteter&#8221; och &#8221;delaktighet&#8221;; och utfall &#8211; inverkan separeras i &#8221;kort sikt&#8221;, &#8221;medell\u00e5ng sikt, och l\u00e5ng sikt&#8221; &#8211; allts\u00e5 med sex steg totalt (se <a href=\"http:\/\/www.uwex.edu\/ces\/pdande\/evaluation%20\/pdf\/lmguidecomplete.pdf\">http:\/\/www.uwex.edu\/ces\/pdande\/evaluation \/pdf\/lmguidecomplete.pdf<\/a> ).<\/p>\n<p>AMECs Integrerade utv\u00e4rderingsramverk bygger p\u00e5 dessa utbredda logiska modeller, med st\u00f6d av en solid grund av teori och omfattande tester i praktiken som anpassats till strategisk kommunikation.<\/p>\n<p>B\u00e4sta praxis i kommunikationsutv\u00e4rdering bygger ocks\u00e5 p\u00e5 kommunikation och medieteorier som stegen f\u00f6r informationsbehandling som identifierats av W.J. McGuire (1985, 2001) i Handbook of Social Psychology, och matrisen f\u00f6r kommunikations\u00f6vertalning. AIDA (attention, interest, desire, action) -modellen det vill s\u00e4ga uppm\u00e4rksamhet, intresse, \u00f6nskan, handling som anv\u00e4nds i reklam h\u00e4rstammar fr\u00e5n McGuires fotsp\u00e5r. \u00c4ven om en fullst\u00e4ndig f\u00f6rteckning \u00f6ver stegen i informationsbehandling \u00e4r mycket mer omfattande inklusive exponering, uppm\u00e4rksamhet, f\u00f6rst\u00e5else, preferens, lojalitet, omtanke, anskaffningsf\u00f6rm\u00e5ga eller kunskap, attitydf\u00f6r\u00e4ndringar, avsikt, action \/ beteende och p\u00e5verkansarbete (McGuire, 2001).<\/p>\n<p>AMECs Integrerade utv\u00e4rderingsramverk \u00e4r en integrering av b\u00e4sta praxis och b\u00e4sta kunskapen fr\u00e5n ovan beskrivna teorier och modeller och \u00e4ven andra omr\u00e5den och discipliner.
