Ipak, stru\u010dnjaci su suo\u010deni sa \u010desto zbunjuju\u0107im nizom modela, metri\u010dkih podataka i metoda, uz nedostatak standarda, \u0161to je bez sumnje razlog za\u0161to mnogi stru\u010dnjaci jo\u0161 uvijek ne rade vrednovanje temeljeno na \u010dvrstim metodama.<\/span><\/p>\n<p id=\"u10245-4\"><span style=\"font-weight: 400;\">Vi\u0161e strukovnih organizacija prepoznalo je potrebu razvoja standarda za vrednovanje i osiguravanje pomo\u0107nih alata za stru\u010dnjake temeljenih na najboljoj praksi. AMEC-ov Okvir za integrirano vrednovanje jedna je od glavnih inicijativa u tim nastojanjima.<\/span><\/p>\n<p id=\"u10245-6\"><span style=\"font-weight: 400;\">Pri razvoju Okvira za integrirano vrednovanje AMEC je radio i nastavlja raditi u suradnji s brojnim strukovnim organizacijama diljem svijeta, s PR stru\u010dnjacima te vode\u0107im znanstvenicima u polju vrednovanja i istra\u017eivanja dru\u0161tvenih znanosti.<\/span><\/p>\n<p id=\"u10245-8\"><span style=\"font-weight: 400;\">Ovim okvirom postignut je va\u017ean napredak jer je AMEC i\u0161ao \u0161ire od modela vrednovanja u odnosima s javno\u0161\u0107u, uzev\u0161i u obzir i ostala podru\u010dja i discipline, uklju\u010duju\u0107i upravljanje rezultatima, javnu upravu, organizacijski razvoj te ogla\u0161avanje i marketing.<\/span><\/p>\n<p id=\"u10245-11\"><b>Vrednovanje programa<\/b><span style=\"font-weight: 400;\"> visoko je razvijeno podru\u010dje, posebice u javnoj upravi, s razvijenim teorijama, kao \u0161to su teorija vrednovanja programa i teorija promjene, odnosno znanje o tome kako i za\u0161to se stvari mijenjaju i kako se na promjene mo\u017ee utjecati. Unutar prakse vrednovanja programa u javnoj upravi i podru\u010djima kao \u0161to je upravljanje projektima, modeli programske logike \u0161iroko se koriste kao prakti\u010dni modeli za implementaciju. Dok neki modeli vrednovanja za odnose s javno\u0161\u0107u i komunikacije primjenjuju modele programske logike, zanemarena je glavnina znanja i resursa iz drugih podru\u010dja, \u0161to rezultira propu\u0161tanjem mogu\u0107nosti, fragmentacijom i &#8220;otkrivanjem tople vode&#8221;.<\/span><\/p>\n<p id=\"u10245-17\"><span style=\"font-weight: 400;\">Posezanjem u druge discipline i podru\u010dja prakse, kao \u0161to su javna uprava i studije upravljanja te u discipline dru\u0161tvenih znanosti kao \u0161to je socijalna psihologija, ovim se okvirom mogu prepoznati \u0161iroko kori\u0161teni pristupi i <\/span><b>najbolje prakse<\/b><span style=\"font-weight: 400;\"> kao temelj za postavljanje <\/span><b>standarda<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p id=\"u10245-19\"><span style=\"font-weight: 400;\">Na primjer, dok modeli vrednovanja odnosa s javno\u0161\u0107u obi\u010dno prepoznaju tri ili \u010detiri faze komunikacijskih programa i kampanja (npr. ulazne podatke, komunikacijsku produkciju, komunikacijske u\u010dinke te ponekad inicijalne reakcije publike), a drugi modeli vrednovanja odnosa s javno\u0161\u0107u uvode nove termine poput \u201eoutflow\u201c (ciljevi s dodanom vrijedno\u0161\u0107u pobolj\u0161ani komunikacijom) i \u201eoutgrowth\u201c (doseg PR poruka), modeli programske logike koji se \u0161iroko koriste u brojnim sektorima diljem svijeta uklju\u010duju sljede\u0107e:<\/span><\/p>\n<p id=\"u10245-26\" class=\"ts-Default-Link-Style--copy\"><span style=\"font-weight: 400;\">Model programske logike Zaklade Kellogg (Kellogg Foundation, 1998.\/2004.), koji prepoznaje pet klju\u010dnih faza \u2013 ulazne podatke, aktivnosti, komunikacijsku produkciju, komunikacijske u\u010dinke i ishod (pogledajte <\/span><a href=\"http:\/\/www.epa.gov\/evaluate\/pdf\/eval-guides\/logic-model-development-guide.pdf\"><span style=\"font-weight: 400;\">http:\/\/www.epa.gov\/evaluate\/pdf\/eval-guides\/logic-model-development-guide.pdf<\/span><\/a><span style=\"font-weight: 400;\">);<\/span><\/p>\n<p id=\"u10245-33\" class=\"ts-Default-Link-Style--copy\"><span style=\"font-weight: 400;\">Model programske logike sveu\u010dili\u0161ta The University of Wisconsin Extension (UWEX) (Taylor-Power i Henert, 2008.) planira i vrednuje programe kroz ulazne podatke, zatim komunikacijsku produkciju koju dijeli na &#8220;aktivnosti&#8221; i &#8220;sudjelovanje&#8221; te kroz ishod koji je podijeljen na &#8220;kratkoro\u010dni&#8221;, &#8220;srednjoro\u010dni&#8221; i &#8220;dugoro\u010dni&#8221;, \u0161to je ukupno \u0161est faza (pogledajte <\/span><a href=\"http:\/\/www.uwex.edu\/ces\/pdande\/evaluation\/pdf\/lmguidecomplete.pdf\"><span style=\"font-weight: 400;\">http:\/\/www.uwex.edu\/ces\/pdande\/evaluation\/pdf\/lmguidecomplete.pdf<\/span><\/a><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p id=\"u10245-35\"><span style=\"font-weight: 400;\">AMEC-ov Okvir za integrirano vrednovanje izgra\u0111en je na temelju ovih \u0161iroko kori\u0161tenih logi\u010dkih modela, uz \u010dvrstu teorijsku podlogu i opse\u017eno testiranje u praksi, te je prilago\u0111en strate\u0161kim javnim komunikacijama.<\/span><\/p>\n<p id=\"u10245-41\"><span style=\"font-weight: 400;\">Najbolja praksa u vrednovanju komunikacije nastavlja se i na teorije komunikacije i medija, kao \u0161to su koraci <\/span><b>obrade informacija<\/b><span style=\"font-weight: 400;\"> koje je identificirao W. J. McGuire (1985., 2001.) u Priru\u010dniku za socijalnu psihologiju (&#8220;The Handbook of Social Psychology&#8221;) te <\/span><b>matrica komunikacije i uvjeravanja<\/b><span style=\"font-weight: 400;\">. Model AIDA (akronim eng. rije\u010di za pozornost, zanimanje, \u017eelju i djelovanje) koji se koristi u marketingu izvedenica je McGuireovih koraka, iako je puni popis koraka u obradi informacija puno \u0161iri te uklju\u010duje izlo\u017eenost, pozornost, razumijevanje, svi\u0111anje, zadr\u017eavanje, razmatranje, stjecanje vje\u0161tina ili znanja, promjenu stava, namjeru, radnju\/pona\u0161anje i razinu podr\u0161ke (McGuire, 2001.).<\/span><\/p>\n<p id=\"u10245-43\"><span style=\"font-weight: 400;\">AMEC-ov Okvir za integrirano vrednovanje predstavlja objedinjavanje najbolje prakse i najboljeg znanja iz ovog i drugih podru\u010dja i disciplina.
